So, I have both pieces now, but I can't find Tarquin.

He's not at the Graveyard where it's marked with "Tarquin's Whereabouts", does anyone know where he is or if this is a bug ?!?

Found out, in case anyone else has this issue.

He's back at the boat, but not downstairs where we found him, insted he's at the boat you use to leave the ship, but his Minimap icon is hidden by the "vortex" that you see for Fast Travel.

What seems to be happening is something is triggering him to advance to the next part of the quest before you talk to him, so he ends up back at the boat.

I'm having this same problem, but he's not actually at the boat. I have a red market for the "tarquin's whereabouts" quest at Stonegarden, but I seem to never have picked up the "all in the family" quest. I went to Tarquin's position (or where he's supposed to spawn) to try and get the quest but he's not there. Anyone have any ideas?

The way the game handles quests isn't flawless and I hope, Larian takes note. I had a similar issue with Mordus, whom I confronted before I got handed the quest by that dwarf leader in the undertavern. The quest doesn't close since I got no option to tell him that Mordus has already been dealt with.

This is what happened to me. I never met Tarquin in the cemetery. I learned about the anathema from Qanna when I did that part of the quest. I then talked to Tarquin on the boat and he told me the anathema was just a legend. Then I played for a while doing random quests. I got the blade, then the hilt. I don't have the quest "All in the Family". Tarquin is on the boat and won't change his dialogue from vendor.
