then it must depend on some other mechanic. surely you don't assume people just attacked the magisters mid conversation
i've experienced both: when i didn't attack the magisters setting the house ablaze and showed the writ of passage to the magisters at the gate the ones on the top platform weren't hostile, but when i did have to kill the ones at the gate then they were
it's not that hard to understand why people didn't do what you did, not a good idea to assume everyone is incompetent
