I just got the Nether Swap spell in Driftwood and attempted to use it outside of combat.
Most of the time, I cannot select a second target and get a red x with "target is blocked". Only time I've been able to consistently use it is when I target two adjacent party members that are not the caster. There was a rare occasion where I could select an NPC target as the second target but it stopped working immediately after I cancelled the spell.
