I hate leaving my own forum posts open ended, so I'm going to summarize.
Nothing within my mod files could be identified as the issue. The support gave to me the information that they had no issue with being able to publish my works. That means the problem exists between my computer and steam. I have not identified the problem exactly but it's getting to the point that the easiest way to solve it would be to reset my entire computer by wiping it.
It was suggested to me that I attempt manually uploading to steam, but no suggestion was given on how I may do such a thing. I attempted to find that information on my own to no avail.
If anyone else has this issue, sorry but that is all the information I possess.
