i'm pretty sure this quest stays open because it continues in a later act. i just left driftwood and its last entry was "i should be careful about who sees the contents of this letter" (regarding a letter i found in wreckers cave just past mordus). lohar should reward you, then the quest will be effectively over until you advance to the next part in the main story where the rest takes place
