I'm playing through tactician rn and I've seen more enemies at some encounters as well as enemies having some unique things, like the crocodiles for example got fortify which they didn't have on classic. Isn't this how tactician worked in the first game?

I played to level 6 on classic, then restarted on tactician. Now at level 10. I feel like on tactician they have access to more skills and seem to know who my weak characters are.

Best way to know is to check the Kickstarter vids, I know some of them they explained their reasoning in developing the game difficulties. I don't remember where I read it but they explained that this is pretty much the final version of the game. They will fix bugs, glaringly obvious issues, and continue mod support. Other than that, the game is as they intended.

I could definitely tell a difference, and not just in hit points. But I could be wrong.

Tactician Mode in DOS2 is absolute hogwash compared to its predecessor.

There are several skill changes to many encounters and the occasional aura; but all encounters remain fundamentally the same with +50% bloat. There has only been a handful of times that I've seen the Tactician alterations be meaningful in any way, whereas most of the time they just seem to be jokes mocking you for playing the game (Vampiric Hunger Void-Maggots was a particularly offensive example).

Some mobs get additional abilities on Tactician. For example the turtles in Act 1 explode in flames at death which they don't on Classic.

Mostly it is higher stats however. Which make the game harder and fights more interesting, despite what many moaners say, because mobs with more armor and life live longer to apply their higher damage, so you have to try harder.

Of course better mob tactics and so, the wet dream of all pro gamers, would be much better, but there is only very little "I" in all AI we have through all games available.

What that you say? I'm too busy rezing my companions and trying to take down some minuscular armor value from enemy with my level 2 sword!
