You are dealing with the wrong painter - the one at the waypoint does not matter (you only get info from his father's ghost who is next to him, use Spirit Vision). Make sure you took the painting from the Thieves Guild. Go to Kemm's vault and use Spirit Vision to see where to place it. Take it from there.
