I can see vendors getting "refreshed" items based on a timer or something, but not completely random by saving and reloading. I don't know, I just can't see that way of play enjoyable. I generally just take what's given to me and make do with it. There are plenty of vendors that you should be able to find gear to get by with, without having to reload the game.
