I honestly have no idea what order developers do what (and I'm sure not all follow the same rules either), but don't they generally already have the patch infomation documented prior to releasing the patch itself?
Definitely. That list has been added too, removed from, curated and checked repeatedly by everyone involved in the process, I promise you lol.
