You can't get Sucker Punch with a shield. Even if your "main hand" is free.
And it's a shame. Ambidextrous doesn't work either with only a shield equiped, so no Scrolls + Shield mage.
Maybe you can try a mix shield + all spells scaling with Armor? Or just a stat weapon?
