Just because the comunity wants to play it as a single player campaing,doesn't change the fact that Larian wanted to make a game that can be played with friends.
I'm not disputing that they wanted to make a game that
can be played with others, but that in no way makes it "primarily a multiplayer game": indeed I've never previously seen it described in those terms and would dispute that's actually the case.
