ok i killed the guy in the sewers in the merchant place, found a sword i liked a lot, but the manuscript that lets me arrest tingalf, is stuck behind something and i cant get it what do i do???

I presume the blade you got is the singing blade, quite good I might add. If you can't reach the manuscript either try to get as close as you can and aim to put it in your inv, or use a telekenisis spell if you haven't already learnt it. This will enable you to get the manuscript and a hidden spell book in this sewer. If all else fails you can just go straight back to the merchant in the centre talking or reload and fight in an open space to get it again. Unfortunately, Telekinesis will open the letter, not pick it up. If you can't get close enough and don't want to re-load;

Need help on the Tingalf quest too...

I got the 2 manuscripts, told Robin about it and he arrested Tingalf.

I got the exp gain from marcus the merchant (the one who asked me to replace the wheel), as well from robin (for the arrest), but I can't get trevor the merchant guild master to acknowledge the arrest!

Even tho I have the quest entry from trevor, I don't have any dialogue option to tell him that tingalf has been arrested.

Did I miss a step somewhere??

Can you ask Trevor if you can do anything for him? Have you joined the merchant guild (don't know if that matters)?

I already got the quest regarding Tingalf from Trevor. Also, I'm already in the Merchant's Guild thru Malcolm's expulsion and Maria's restoration. I even bought a house...

Seems after Tingalf's arrest, I must have missed a step causing the Trevor/Tingalf quest to go bust...

Probably I should have reported to Trevor before asking Robin to arrest Tingalf...

I didn't even go to Verdistis until Tingalf had been arrested, and was able to join the merchant guild and complete the quest with Trevor. This is a rather finicky quest, though...
