Arx Lord Kemm/execution quest bug

I just arrived to Arx and when the women asks me to save the paladin from the execution I try to do that but I can't speak with Lord Kemm nor does he execute the paladin. What can I do? Is there a solution to this?

Sounds like someone else in your party is already in dialog mode with him?

No one is in dialog with Kemm or the condemned paladin. The best part is that the quest 'Execution' doesn't even pop up for me.
