Is there currently any way I can make a weapon such as a sword that does fire damage scale with int rather then strength?

The extremely detailed answer from WMC51 is correct, you can pretty much do anything through the editor.

I have only touched the item creation in the editor very briefly, so I can't provide the information myself, but I found this post on the steam community with some more information. Hope this helps.
