If you start a new campaign, simply invite your players to join and they will enter character creation. So they get to create their own character. You get to set the level they start at and get to choose between "start in rags" or have them start with pre-generated equipment.
If you prefer to control the starting equipment, have them start in rags and provide a few vendors with the gear/equipment you want to be available for your players.
