Queen showed up for me. We had a nice chat and agreed to work together in the future then she runs off. However, my journal did not update and still says that I need to confront Justinia even though I already did. Since she runs off and disappears after that conversation as far a I know there is no way to talk to her again so I never got credit for completing the quest and nothing I can do about it.
