Up until now I've been assuming that if you have talked to Buddy first, before running into Emmie, then you talk to Emmie with Pet Pal, you might get a chance to talk her out of it. In my playthrough I ran into Emmie first, and not just that, they initiated dialog on a member who didn't have Pet Pal, so...
