Check this out. When I start my game up, it doesn't seem to use all 4 cores fully. It hovers around 25-35 for the first one and then around 80% for the rest.

https://i.imgur.com/cCqekz3.jpgI then minimize the game, go to task manager, right click the game process, change the Processor Affinity from 4 to 1 and then back to 4 again. I go back into the game and it now uses all 4 cores evenly:
