The skill literally cannot be assigned to a skillbook. Inside the editor. I can't even try to test it ingame as it is literally just an item that won't do anything when you try to use it.
So everyone here, before you reply, try making a new teleport skill in SkillData. Then make a new skillbook root template and try assigning the skill you just made under Use Actions -> Skill Book in the root template's sidebar.
EDIT: It seems that the fix he is talking about probably has to do with this issue, so let's just leave it at that.
