In the quest A danger to herself and others if the woman cast a charming spell on a character and that character is near her and she is knocked out before the charm ends , then the character that is charmed begins a dialogue with her but since he is charmed you cant do anything at all. Time doesnt pass and the charm effect doesnt leave since you are in dialogue. The only way to fix this is by dispelling the charm effect (clear mind works).
