Well if you pay attention, you will instantly recognize that, in nearly every single fight in Act1 against voidwoken, the same voice taunts/insults you.
So no, the Dweller is a random type of voidwoken. They are plenty in this game like him.
It's just that the big baddie behind them likes to trashtalk.
