Hanal Lechet was always intended to be a 2H weapon. Cleave is generally not on anything but 2H weapons. They also created a _RC_TwoHandedAxes base item and assigned that base to all the other RC uniques. (RC is the region or quest code.) So, it was a bug fix, but they overlooked the bonus.
