Why? Patches and patch notes are not communication.
Sure they are. Saying they're not is like saying the Sun isn't hot.
Patches are actions - nonverbal communication - that are direct responses to reported issues. Patch notes are written communications material. Speaking from experience, compiling, writing, and publishing detailed patch notes is a huge collaborative effort that takes a lot of work to do right.
