OMG
I WAS HAVING THE SAME PROBLEM!! BUT NOW IT IS FIXED!!!

What i did was to gather all the items IN my Boat Storage in a character then teleported him to Malady.
And the game was able to load Act 3 just fine!!!!

LARIAN THERE IS A PROBLEM WITH STORAGE ON LADY VENGEANCE!!! FIX IT!!!
