Hey, just so you know, this guy on steam found the solution :

Just reduce the mouse update frequency (also know as Polling Rate). I just did it, switched from 1000HZ to 125HZ and now everything runs smooth. I can finally rotate my camera with my mouse !
On a side note :
i also did the "disable all but 1 core" then "re-enable all of them" and it improved the experience somewhat. Maybe placebo, try it ;)
