There is no access to the quest start. Talking to either Jeth or Fara would not start the quest.

Maybe it's a bug, but maybe it was simply deleted, because you can't really complete it in any meaningful way anyway.

Could be deleted as Stabbey says. I've noticed that playing Driftwood I had no 3 Altars quest for example, even if I interacted with all of them and find many a post about that quest on these forums.
