From what I can tell, the armor you see in character creation is representative of items you will obtain later in the game. Most vendors, i.e., Nebora in Fort Joy, that sell spellbooks often sell random armor/clothing. The game is set for you to gradually earn or find things for your characters. I hope that helps.
