So I just tried something, and it turned out to be quite interesting. I disabled my internet and started the game offline. Then I started a new game, and guess what, the source blast from Windego now only made my FPS go from 62 to 55. Then I proceeded to the top deck, and there was NO stuttering or offsync audio whatsoever.

I've only tried this once though, not multiple times yet. But I would still suggest that you try disabling internet connection and see if that makes any difference.
