Found the hatch in my new game (until I was able to restart the original playthrough) but wasn't able to open it (yet). I did go easy on them this time but I may have found it prior to speaking with the Lt. Anyway, that'll have to wait as I just arrived in Aloroth with my ranger (original character) and got the slayer commander arrested. I look at it as protective custody until she understands.
