Hello.

The tooltip for Peace of mind states that it cures BLINDNESS, but I was blinded by Blinding Radiance and I was still blinded after casting Peace of mind.

Can anyone confirm?

Blinding Radiance basically constantly applies blind. So yes, peace of mind does cure blindness, but if you don't have armor and are still in range of Blinding Radiance then you'll "stay" blinded even after casting peace of mind.

Yea this one is an aura without saying it. Just another case of a screwed up skill description. It's like a kid wrote those tooltips.
