I came back to the game and finally figured it out. For whatever reason the hallucinogenic smoke wasn't visibly appearing in my game. I had space bar set up as my button to view all intractable objects, so after I burned the mixture i pressed space bar and the smoke was still invisible, but I was able to then interact with it. Just in case any body else comes across this issue.
