Okay.. So it's not just the staff crafting that's bugged. Wands are effected by it too.
I saved my game having 6 skulls and shells and tried to make wands and staffs and then load and try again. I did this 4 times with the same results every time, I ended up with 6 fire wands and 6 fire staffs all 4 times.
