I just did another full wipe, including all local data and saves, disabled GoG cloud sync, then re-installed. I created a new profile, confirmed that there is nothing in the saves folder, and was still unable to invite from a brand new multiplayer game due to the same issue.
I'm not sure what else to test at this point. If this is a GoG issue then I'm assuming the Steam version is still working fine.
