1. Enemies do use these abilities, they just don't *spam* them like players do. No player would like enemies to be spammy with anything, much less with highly effective abilities. It's pretty obvious that combat would feel super cheesy and get old really fast, when both sides just take turn spamming the same few abilities over and over.

2. The idea of focusing fire on a target would be fine in a real time game. While it's a "smart" combat tactic in general, in a turn-based game like this it won't be that cool, especially when you take into account the fact that in many encounters you are outnumbered, even heavily so. Imagine when four or five enemies take turn back to back focusing fire on one single party member, and there's absolutely nothing you can do about it except watching them die. On higher difficulties and in tough fights, this most likely means you simply don't stand a chance without resorting to some extreme tactic or, well, cheese.

These suggestions are rather anti-fun, if I'm to be blunt.
