Ifan, Decaying is working as intended. This is a case where a change to skill descriptions might help clarify things a bit. Mercestes lists several spells that "restore vitality". If these descriptions were changed to "heals vitality" it might make it a bit more clear they are healing spells and will injury a decaying target.
