I was also trying to confirm what games WILL be available in Nov with stadia based on a recent reddit AMA but didnt find it.
Another developer stated that it wasn't too hard to make a game pc and stadia compatible.
But yes even with steam you can play offline. Maybe the choice will be pc only but it 'just works'. With stadia you need reliable internet but can play on heaps of devices.
