In Steam, can you remap the controller so that button presses don't do anything, just the triggers? Test with one button first, to see if that will eliminate the duplicate input in-game.
I'm not sure what else you could do to try to work around this in Catalina. Can you use Bootcamp to play in Windows, or an earlier version of OSX?
