I can't believe I haven't noticed this earlier.
Jeth is an NPC just inside the gate of Fort Joy whom you should encounter first at level 1 or 2. He is seated on a stool near Fara. Fara is the woman with the "lost" daughter Erma. As turns out Jeth is a bit attached to that particular stool. Not literally, but pretty close. You can move the stool out from underneath Jeth and he will get up and make his way over to the stool.
After doing the clearing the encounter with Dallas and Atusa, I teleported Jeth's stool out of the gate. Jeth got up without complaining and went to his stool. This lead to another discovery. Waltz isn't on a fixed route. Her route will take her to Laslor or to Fara and Jeth. Yes, she did go all the way out the gate to talk to Jeth.
