If he has a powerful master, then he can accomplish a great deal. Considering that BG3 takes place immediately after the Descent to Avernus adventure we should limit our suspects to the first layer of hell for simplicity's sakes. We also seem to make a brief stop in hell if the dialogue is any indication, perhaps the Nautilod accidentally jumped there to escape the Githyanki hunters, drawing the attention of Raphael's master.
