A sequel is a horrible idea for increasing the level cap honestly. I can sort of understand why in BG1-2 it happened, most people didn't know what was going on. But legitimately, it's really off putting to level your character at the start of BG2. Especially if you don't know what you're doing. You just get all these spells thrown at you, and you're like "What does any of this shit do?" I have to read now 6 pages of spells before having fun. Like it's just not a thing you want to do in this day and age.
An expansion (DLC installments) on the other hand would work A LOT better. Less time between the games. (Possibly just a year.) You can directly tie it into the story like BG2 did with Throne of Baal and not having to "start" the game with a high level character.
Also, if you respond to this with "I dont find it off putting to level up to level 8 in bg2" well, first off you need to understand the type of person it's going to annoy and that's the casual. Furthermore, if the level cap is 10 in this, then leveling HALFWAY through your levels for a casual is incredibly foreign for them.
