This is a known issue when a character has the Devourer's Eminence leggings equipped, and removes one or more skill points in the respec mirror. At least on PC when removing combat skill points, it does not need to be done quickly. Unequipping the leggings first will avoid giving the character any additional talent points.
If you have the Steam version, as well, there is a (Windows)
D:OS 2 save editor that could be used to remove the excess talent points.
