6th level is not high level in 5E.

I believe the official breakdown is something like:

1 - 5 low level
6 - 10 mid level
11 - 15 high level
16 - 20 epic level


I'd probably shift it to something like 1-5, 6-11, 11-17, 17-20

But I also just think 4 tiers is incomplete.
