in 5e the rules are:
wizards can learn spells in their spell list for scrolls
casters can cast spells of their class and of a lvl they can without roll
for casting something out of lvl you need a roll.
you cant cast anything outside your spell list, unless you have something like allow you to ignore class restrictions (artificer)
