Only even stats matter in 5e, so having a giant array of +1s, the bonus conferred on standard humans, while seemingly impressive, is functionally useless.
No, it isn't. It allows you to attain 14 stats without having to spend any extra buy points (2 for 1), which is really good for classes which depend on multiple ability scores.
That said, of course variant humans should be an option.
