Pressing R and F to shift between hotbars doesn't do anything.
Pressing X to move to the next hotbar also doesn't work.

Also obviously I tried changing the keybinds to other key and the problem persists. Reloading/Restarting also doesn't solve it.

I'm experiencing this on Stadia but at least one user user is seeing that issue in a non-Stadia environment (see this thread: https://www.reddit.com/r/BaldursGate3/comments/j8271n/help_cant_switch_between_hotbars_with_r_and_f/).
