The mechanics of this are lightly touched upon already with the disguise self spell. If you disguise yourself as a half elf for example, you get any the speech options and perks added for being a high elf.
This is a far fetched thought, but imagine impersonating Kagha and getting all the other druids to stand down, or even for the fun of it becoming Priestess Gut.
