Yes, OP is not a right world. It's just, bad implemented. You get lots of extra hp, but at the same time you become useless in combat. I'm not sure I understand, are you saying that the Wildshape feature is useless in the base rules for 5e? Even for a Moon Druid?

Yes, it is...
The only good enough shifting option in 5e is Shapechange spell.
Needless to say most adventures don't even get to the level where you can get it. And even those that does - would end shortly after you get that spell. So not much time to enjoy it.
