I don't think so, it does work with the shield though (which I think it shouldn't).
I believe it does allow for a shield. A shield does not count as an off-hand weapon (or any weapon)
By the rules of D&D a versatile weapon should work as long as you are using it one handed.
Try equipping an shield and long sword and see it it works
