The Silence spell creates it's bubble and remains. However, immediately after casting enemies run in, get tagged with silenced, and then proceed to cast spells.

Are you sure they are spells that require verbal components? Those are the only spells that will be "silenced".

The official 5e description of the silence spell is this-

"For the Duration, no sound can be created within or pass through a 20-foot-radius Sphere centered on a point you choose within range. Any creature or object entirely inside the Sphere is immune to thunder damage, and creatures are Deafened while entirely inside it. Casting a Spell that includes a verbal component is impossible there."

Agreed, not only do they cast, the Harpies sing, the Goblins beat a war drum in the area of effect..
