Could someone tell me if it is a bug or not.
When I (as a Rogue) have two light weapons in my hands. Off-hand weapon doesn't have Dex bonus for attack roll.

This is also happening to me, both for Astarion and for my fighter with the two-weapon fighting style. Str/dex bonus should be added to the attack rolls in both cases...

It is actually the 5e rules. The offhand attack (Bonus Action) does not add Str nor Dex, unless you have the Fighter specific feature or other similar features that bypass this "penalty".

ERRATUM: Wait, nevermind : you mean you are playing Fighters with the dual-wielding style. Roger.

In my combat logs, I think I saw the bonus damage on offhand even for non-Fighters (which would be an error). Will have to check some more.

I'm playing as Rogue.
And yes, I saw additional +3 (in my case) damage bonus from Dex. But i'm wondering about adding Dexterity Modifier to Attack Roll for off-hand.

Yeah as others have said, in 5th Edition, without something special, offhand attacks don't add your ability modifier to the damage. So working as intended.

I would say it is a bug, or at least, they got it backwards.

It's bugged.

Off hand gets proficiency but not dex to attack bonus if you're playing a rogue with two shortswords. I haven't tested it with anything else.

Oddly enough you do get the damage mod.
